J&K Reservation (Second Amendment) Bill

In a first two Union Territories will be born from Bifurcation of a state in India

J&K Reservation (Second Amendment) Bill , seeks to reorganise the present state of Jammu and Kashmir as two distinct administrations; Union Territory of Jammu and Kashmir comprising of Jammy region and Kashmir valley and Union territory of Ladakh.

As per the new bill – if enacted to law the UT of J&K will have almost the same powers as that of UT of Delhi, e.g. Civil Construction, Waterworks, Public Works etc. Mots importantly the government based in Srinagar will no longer control their own security force and they will now be governed as part of Central Forces.

This also implies that the local government will have little more than municipal power. Unlike the self rule guaranteed under article 370 of Indian constitution, as Union Territory, J&K will not have enough say (as compared to full fledged state) in its revenue collection, budgeting and development projects.

This also implies that even the entry level govenrment officers can be grawn from any part of the country (officers of the central cadre) and that the present J&K cadre can be redistributed in entire country.

The implication are far too many and we believe this bill, once debated will undergo many changes. However we see no reason why it will fail the floor test and that nothing seems to stop it from becoming an act in near future.
