Since Punjab has no money to save breathable air, can we stop power subsidies to farmers?

As per the budgetary allocations made by Finance Minister Manpreet Singh Badal the power subsidy burden for Punjab is at Rs 10,000 crore for current fiscal. A bulk it will go to the farmers creating smog and depriving you and me from breathable air.
So when says he does not have money to buy stubble

He is essentially lying. The state in its utter failure to protect lives for lack of money is essentially incentivise the same farmers responsible for the failure without any repercussion.
When Captain you say that you do not have money to prevent man made low visibility conditions and that blood of the 8 students who perished in yesterday’s accident is on your hand.
You further insist on central intervention when the problem is originating in just two states. Why not call for SAARC or UN level discussion – after all your farmers have polluted Lahore as well.

The farming in Punjab has long been taken for granted. Your crops over use pesticide, your stubble bot processed for cattle fodder and your underground water levels drained by excessive use of tube wells. In effect the entire agriculture sector is sick and yet while allocating 10,000 crore for power subsidies you do not frame policies for using the same money to enable the farmers to never beg to state.
While NCR suffers and governments get on with advisories, the land is suffering. While the overall impact of this ash is yet to be calculated, its overall impact on all flora and fauna is going to much greater than ‘few health problems of young and elderly’.
Please act instead of giving excuses or there will be no one left to listen to you
