The U.K. suggests a Geopolitical Preamble for an E.U. partnership

U.K. has proposed a declaration of shared values with E.U. aimed at re-establishing strategic ties and affirming mutual commitments

The United Kingdom (U.K.) has proposed a sweeping declaration of shared values with the European Union (E.U.), aimed at re-establishing strategic ties and affirming mutual commitments to Ukraine’s sovereignty, the Paris Climate Action and free trade.

The draft, framed as a “Geopolitical Preamble” to a broader partnership, is expected to be formalised during a high-level summit in London on 19th May’25.

Framing the proposal as a turning point in post-Brexit relations, the U.K. seeks to demonstrate renewed alignment with the E.U. on major global issues. The document also counters the United States’ (U.S.) proposal that says that Ukraine should accept Russia’s control over Crimea and other occupied regions.

The President of the U.S. – Donald Trump urged Russia on Sunday to stop its attacks in Ukraine and suggested that the President of Ukraine – Volodymyr Zelenskyy, is ready to give up Crimea as the price of a peace deal with Russia.

Asked if Zelenskyy might be ready to give up Crimea – the Black Sea Peninsula seized by Russia in 2014, as part of a future peace deal with Moscow, Trump said, “Oh, I think so, yeah. Look, Crimea was 12 years ago.”

Trump then blamed his Democrat predecessors, Presidents Barack Obama and President Joe Biden, for having allowed Russia to take Crimea without a shot being fired.

The Draft read, “We reaffirmed our continued support for Ukraine’s independence, sovereignty and territorial integrity within its internationally recognised borders.”

It further read, “We confirmed our shared principles of maintaining global economic stability and our mutual commitment to free and open trade”.

The proposed charter also underscores a joint commitment to open markets and global economic stability, with both parties pledging continued collaboration to cushion the impact of economic disruptions. Climate change, another key pillar of the proposed agreement, is prominently featured in the document. The U.K. and E.U. reaffirm their allegiance to the Paris Climate Agreement, particularly the goal of limiting global temperature rise to 1.5°C.

Besides, Britain is on the brink of securing a new defence agreement with the E.U., a move aimed at strengthening security ties and revitalising diplomatic relations in the aftermath of Brexit and shifting global alliances. Talks between the U.K. and E.U. have intensified in recent weeks, with both sides viewing a defence pact as a pragmatic first step toward broader cooperation. The initiative comes amid ongoing global uncertainty following the U.S. President – Donald Trump’s disruption of traditional security and trade partnerships during his time in office.

The Prime Minister of the U.K. – Keir Starmer, whose centre-left Labour Party swept to power in last year’s general election, has prioritised resetting the U.K.’s relationship with the E.U. His Administration has identified defence and security as the natural entry point for renewed engagement, areas where Britain retains significant capabilities and international influence.

The potential agreement would mark the most significant defence collaboration between the U.K. and E.U. since Brexit, and is expected to include closer coordination on military operations, intelligence sharing and joint exercises.
